This dataset was prepared by the Somerset County Planning Board as the Freeholder-designated Wastewater Planning Agency for Somerset County. This work was accomplished in close coordination with municipal wastewater management planning committees and New Jersey Department of Environmental Protection (NJDEP), Office of Land Use and WQMP staff. This dataset has been prepared in accordance with the requirements of the State WQMP Rules adopted July 2008. This dataset allows for geographical representation of the Future Wastewater Service Area (Sewer Service Areas). It provides information regarding the planned method of wastewater disposal for specific sewer service areas (SSAs), i.e. by a local or regional surface water discharge (SWD) or ground water discharge (GWD). Areas not specifically mapped as SSAs represent septic areas (areas to be served by Individual Subsurface sewage Disposal Systems with planning flow of 2,000 gallons/day (gpd) or less, where the site conditions and existing regulations allow. This dataset, in conjunction with the text of the associated Water Quality Management Plan (WQMP), is used to make consistency determinations under the Water Quality Management (WQM) Planning rules, N.J.A.C. 7:15. The SSA mapping is prepared under the Water Quality Management (WQM) Planning rules, N.J.A.C. 7:15 in conjunction with the Statewide WQM Plan, which together constitute the Continuing Planning Process conducted pursuant to the Water Quality Planning Act, N.J.S.A. 58:11A-1 et seq., the Water Pollution Control Act, N.J.S.A. 58:10A-1 et seq., and N.J.S.A. 13:1D-1 et seq., and as required by Sections 303(e) and 208 of the Federal Clean Water Act (33 U.S.C. 1251 et seq.)

The Process began with a preliminary updated Sewer Boundary that was prepared by NJDEP and submitted to the County in 2008. County Planning Staff made thousands of technical corrections to make the NJDEP's Preliminary Sewer boundary conform to Right-of-Way and Tax Parcel Boundaries, and removed major tracts of preserved land before submitting them to the municipal WMP Committees for further refinement.
Municipalities made numerous additional changes to reflect approved development, new construction not evident on the Aerial Photography used by NJDEP, adopted redevelopment areas and affordable housing projects contained in adopted Third-round Housing Elements/Fair Share Plans. NJDEP required all changes made by the County and Municipalities to be documented and substantiated. Hundreds of Electronic copies of Subdivision and Site Plan Approval Resolutions, Wetland Letters of Interpretation, Treatment Works Approvals, Habitat Suitability Determinations and other documents were compiled and submitted to NJDEP by the County.
Once NJDEP was satisfied, maps illustrating the draft updated Sewer Service Area Boundaries were posted on the County Website and County Planning Staff sent certified written notices to all property owners whose lands were removed in whole or in part from the SSA, along with guidance on what was needed to have the lands put back into the Sewer Service Area. Approximately 20 property owners sought and obtained wetlands LOIs and Habitat Suitability Determinations from NJDEP in order to have their lands put back into the Sewer Service Area.
A public meeting on the draft updated Sewer Service Area was held on January 20, 2011 in accordance with an executive order by NJDEP Commissioner Martin. A few more property owners came forward with habitat suitability analyses and other documentation, seeking to have their lands returned to the SSA pursuant to this meeting. No changes were made without first conferring with Municipal WMP Committees.
Topology rules were created to check for gaps and overlaps in the data. The gaps/overlaps between dataset bordering polygons were corrected.
